Penalties for mobilizing vassal armies

how soon can you mobilize a vassal's individual provincial army after mobilizing your host, without penalty to their loyalty? the in-game popup says you should have at least half your own forces mobilized first.

what are the penalties, exactly, for requesting country-wide vassal mobilization directly?

Well I'm not so sure about that this is right but to my knowledge if you ask them to give their forces to your service you won't get relations hit but if you force them under your flag by choosing them from the province without asking the count or duke to give them to you lowers your relations. Still you might get some hit to your relations if you haven't mobilized that half your army before asking.
