Penal Colonies Improvements (Exile and Reeducation camps)

So I was playing an Authoritarian/Fanatic Materialist Oligarchy and was thinking to myself: "What should I do about all these crazy nut-job Spiritualists?"

Well the answer was obvious! The only reason people would believe in crazy things like a giant interdimensional space worm (WHAT WAS, WILL BE) is because they weren't properly educated, and as a government that cares for the health and well being of its people, I was thinking that I should have them sent to a place where they can be educated. By force.

Jokes aside, my suggestion is this: Penal Colonies should be able to have new special buildings called "Reeducation Camps" that improve Governing Ethics Attraction. Additionally, there should be a Policy - or perhaps an edict? - that, for the cost of happiness in Pops that do not share the Governing Ethics, gives a percent chance for Pops with opposing ethics to resettle (read: deported) to Penal Colonies, even if they have jobs. And, furthermore, for Pops with Governing Ethics to resettle off of Penal Colonies, again even if they have jobs.

Obviously, this would only be available if an Empire had there Resettlement Policy set to allowed, but thinking that gave me a second idea: Empires with a Purge Policy that allows Displacement should have the option to Exile or Purge Pops with opposing Ethics.

As a small addition to this, I think that Pompous Purists should be able to Exile all non-Domestic Servant Aliens to Thrall Worlds.

You know what, I agree with this in theory. If I'm allowed to enslave people, to literally genocide people, to literally nerve staple and EAT PEOPLE! Then I should be allowed to make better use of this otherwise fairly useless colony type, Let me send opposing ethic pops to get purged at Space Auschwitz. Or pops of freshly conquered planets, let me send em there for labor, because I'm also a xenophobe and dont want the xeno scum breathing the same air as me on other planets. Don't get cold feet now, let people go full tyrannical scumbag.
