Before I get into the post, is there a problem with Paradox's servers? I can't log in through my launcher?

Anyway, services. I want to be abundantly clear here. This is not because I don't know how it works. I know how it works. The issue is that it doesn't, nor ever has since purchase of the DLC. They don't work, none of them, no matter which size, whether using mods or in vanilla (using the steam command line). They have never worked, not once.

Sorry to labour the point but too many people don't read and I don't want the post spammed with help for how to use them when I know how they're meant to work. So what do I mean by not worked? Well none of the services listed in the service building work, the very thing the services buildings are meant to do do not get done. For example, in my latest build, I set up two high density shops on a pedestrian road with a small services. They start begging for supplies that don't get delivered (teleported) from the service point, so I scrap the ped zone and try a large services, they still beg for supplies. Add a Cargo services, nope, they still demand goods. Change the road to a normal road, they immediately get deliveries from my indy zone. The same goes for the other services, it's like the buildings are just props.

Not from day one has this part of that DLC ever worked for me, everything else that came with it is fine, it's simply the pedestrian part of it, and before this gets suggested, no, it's not a map issue, this has happened on three different maps, one of them being a vanilla map. So how do I fix this, please?
 
Yes there must have been an issue at Paradox. Last night I could not log in, today I can.
When I built a small pedestrian city of about 23k, only the Small Service Point worked. The Large Point was bugged. I got bored with the lack of traffic so abandoned the city after getting the achievements. I still have the save if you have questions, I'll drop in and check what I did.
I'm on Xbox series Remastered now, we've had a roller coaster ride of updates. At some point maybe the Large Service Point may have gotten fixed, but I'm not sure.
Reads like your on PC. I would post a list of mods your using, may be someone might know if one has a conflict. Best of luck.
 
I am on PC but like I said, you can enter a command line in steam to disable all assets and all mods, ensuring the game is factory settings, so to speak, so I know for a fact it won't work in vanilla. It's not just the large though, it's all of them. They have never worked since day one, I have never had a single pedestrian zone ever work, but it seems no one is interested in advising how to get support on a product I paid for that I have never been able to use. Well, no matter. I'll just remember it next time I'm asked to wishlist something.
 
When you say they 'don't work' what exactly do you mean? There are zero trucks in use? Is it Garbage? Cargo? Both? Maybe a screenshot or a save file might help.

What command did you use? it must be spelled exactly: -noWorkshop

If your game doesn't load still, then you have a mod subscribed that breaks the saved game in vanilla mode.

Can you create a new game?
