I've noticed that pedestrian roads have rather strange position. As can be understand from their names, this roads are only for pedestrians, no cars.
So, why there are sidewalks?
Also why do houses appears at this roads whenever they have sidewalks or not? It is very strange for me to see even factories at them, while there is no usual roads in more then 500 meters nearby.
Meanwhile if I put usual road without sidewalks, new buildings do not appear or it takes very long time.

Well, in the map creator I can forbid buildings to arise, but what about in game? And if I don't want to see buildings only in starting time and not against them if player decide to put there normal road instead pedestrian?

It appears that without sidewalks on Pedestrian roads buildings still appear

Usual roads without sidewalks do not get buildings except pre-builded, but pedestrian are developing whenever they have sidewalks or not.

I put pedestrian road without sidewalks on the island. It is the only road on it but factories arises there. Pedestrian road without sidewalks have factories. Nonsense.
