I get the same problem. Huge crowds of unhappy faces on the map, but just 30-40 people waiting at the stops. Also this huge crowds severly slow down the FPS. After I create the railway-station tranzit area (subs, trams, buses) I rarely visit because they slow down my game.

checked your save...the problem is bad bus network design. The large amount of buses (especially on line 14) makes the traffic stuck and that makes pedestrians stuck also. Also please note, that only your metro lines are profitable, so i'd suggest to redesign your network, especially the bus and tram lines.

I did this network for fun, not for a real simulation ;) I use the debug mode, I am terrible at managing funds.

Indeed, the line 14 is causing trouble here...
Yet there is still a problem here I think: pedestrians should be able to cross the streets even if there are traffic jams.

A solution can be, not ideal I know, that you build Tokyo passenger crossing there. Although I think the problem is high traffic and should be solved in a different way, the Tokyo crossing goes up stairs and do not need to block the flow of cars. You will need build menu mod to do this.

You think that even with high traffic pedestrians should be able to cross the streets but that is impossible without traffic lights. Traffic lights are cosmetic in CiM.

I also have plenty of pedestrians waiting to cross in my Amsterdam game, but they don't cause too many traffic jams. I think you really should reduce the number of buses you use, as too many buses can really mess up traffic.

It is important to plan where passengers are going to cross the street.
All these people are probably going from the metro station to change to another line or they are going to somewhere very popular.
It is important to see if you can predict where the passengers are going and try to get them to cross the street as little as possible.
In this case you might want to move the metro station a little to the south (I might be wrong, I didn't check the save-game).
