If I reject a peace offering does it inflict BB points? If so, does the A.I. get it to if it reject one?

No, it doesn't. In EU2, rejecting "reasonable" peace offers (where party A asks for a certain amount less than they'd be entitled to from party B) does have a stability penalty.
Feel free to reject all the peace offers you like. Er, um, don't like...

IIRC refusing a peace offer asking three stars less than could be asked will lower your stability by 1.

I guess that's certainly possible. I honestly don't know if I've ever rejected a peace offer from the AI that was that "generous". (Then again, I can't recall the AI ever making such an offer...) And I usually don't offer the AI more than 2 stars under...

Have had that experience a couple of times. Usually you losing a war big time when they make such an offer. I hate it

Playing Poland, I stubbornly fought a nation while also at war with some other nation. That other nation conquered several provinces, and ruined my stability by making 'reasonable peaceoffers'.

If you have peace-offers presented as small icons to the right of the screen, and then don't open them, you won't loose stability over them, and they disappear after a while.
That way you can see if you can manage to turn the war around, and if you don't manage that you can always open the two or three offers you have gotten last and accept the 'most reasonable' and the others will disappear.
