In the game, we do not have many peaceful diplomatic actions regarding the status of our puppets, dominions or protectorates which, after taking into account a number of conditions, should give us the option of greater integration, let's assume that the trade union is transformed into a protectorate, a protectorate in a dominium, a dominion into a puppet or the puppet state is absorbed into our country. After meeting certain specific conditions, depending on the size, wealth, and population of a given country, we could carry out such a diplomatic action of greater integration, which would not take place immediately but for several years, would cause diplomatic, bureaucratic and financial costs.
There is also no possibility of transferring a given area / state under the control of another state by selling, territorial exchange, transferring a given area to the administration of a nearby colony or possibly transferring the area of a given colony to the sovereign, which it would simply not be interested in because it is an island, enclave or territory inhabited by other groups ethnic.
It would also be useful to be able to create more advanced alliances which, after meeting certain conditions, could turn into a personal union.
On the other hand, apart from the costs of changing the status of a given state associated with us, the countries that are protectorate, dominion or puppet should generate slight, small bureaucratic costs depending on their population. Here, too, it seems to me that, however, there should be some difference when it comes to expenses related to diplomacy points and bureaucratic cost between the protectorate, dominion, puppet.
As far as my suggestions are concerned, I would do it like this, the personal union may, with time, transform into a real union, where there is a common budget, military, common economy, countries have a separate government and legal system, the real union may lead to a merger countries. A personal union would be possible to bind in two different ways, a monarchist way and a republican way, of which a state that is a constitutional monarchy could lead to a union with another state that is a constitutional monarchy in two different ways, absolute monarchies or republic only one complete different ways. Real union is working like company/combined puppet state, but difference is combined puppet state it can be from wars or more integrated puppet state, real union is form from personal union, personal union is work like protectorate but have the same monarch and was form in different ways.
