From what I understand, this is a penalty of your IC usage during peace, right? This explains why democracies have a CG reduction when at war, giving them more access to their IC.

Now, I see France has this:

peacetime_ic_mod = 0.5


Germany has this:

peacetime_ic_mod = 0.9


USA has this:
peacetime_ic_mod = 0.25


This means that the countries with the lesser penalty during peace would be Germany, then France, then USA? Am I correct in my understanding?


What about countries which dont have this in their scenario files like the SU, Italy, Hungary, etc? They have no penalty to start with?



Thanks for the explanation, I'm moding France and I'd like to adjust accordingly. :)

Yes that about right...the % reduction show when you move your mouse over the IC icon in the top right of the main screen.

The reduction isnt democracy specific, you can apply it dictatorships etc if you like.

Other question: What penalty would you give to a communist France? (Left Wing Radical, not Stalinist) :)

Higher than 0.5 or lower?

Seeing as most doctatorships or "extreme" governments dont have penalties, I would be tented to put it close to the one Germany has. (0.9) Maybe at 0.8 or 0.7 since we're talking about France LWR (more open society and open market) and not full Stalinist?

TBH, Im not even sure why Germany has an IC mod. IIRC the Uk/USA ic mod are there to reflect the lack of military spending compared to other powers eg-germany at the time and their general un-preparedness for the new types of war in WW2...

Its not necesarily a given that a commie france would have an IC mod at all...its down to your preference, a five year plan or 2 might help the french IC out at bit.. ;)
