For example, look at the very nice nation of Prussia. From time to time it could happen in Vicky, that the would fight against the very evil Russians and decide to free the Polish people from Russian control! Now they might just want to create Poland - but of course they don't want to give half their east to them, because they may be nice, but not that nice! :D

I think it makes sense to require some core provinces that have to be included
when you release a nation.
The problem here is you want to create Poland only with former russian onwed provinces.
But how will the polish people in Prussia (and also think of the polish people ruled by Austria) feel about this when not included in the new state ?

Should the militancy rise or will they simply migrate to the new country ?

EU3 and Rome set it up so that a map is shown which highlights the provinces you select in the peace negotiations. Unfortunately, this doesn't work well when dealing with multiple continents. Hopefully we'll see something like this in Victoria.

Also, I agree with others; PLEASE let us demand the release of countries during peace negotiations. This is very frustrating in the original Victoria.

Are there going to be war goals that allow you to force the Creation of a New State?

Say I'm a Panslavic Russia, and I'm trolling the Balkans.

I'm gonna declare war on Ottomans.

in Vicky1 I'd have to:
1 Know which provinces are core Bulgarian.
2 Fight with Ottomans to get enough war score, to annex the provinces.
3 Annex provinces.
4 Liberate

in Vicky2 it would be nice to have a Release State war goal. I think especially considering the historical examples on how there were wars against Austria or the Ottomans. The gameplay possibilities are multiple: Fight Spain to free Catalonia or some of it's colonies, France for Algeria, Tunisia, other colonies, Ottomans for the Balkans etc, Austrians for N. Italy, Hungary, Bosnia, Croatia, Czechia, Slovenia, Slovakia.

But as for the war goal mechanism itself: you see which provinces the free state would get from the very beginning. The war goal would perhaps require lower war score (compared to direct annexation), because you gain "less" directly. You might also gain less badboy, because you're being a good boy. I'd be nice to have options of war goal to either tear out a country as your puppet, for some BB (but less than annexation), or to free a country as your ally for even less BB.

(on badboy, personally I'd like the game to be smart, depending on the belligerent's ranking:

for example, I'm an inferiorly ranked Russia, fighting a superiorly ranked Austria. My war goal is to release the Czechs. Because I'm inferior, the war is a war of "solidarity"/"liberation". If things were the other way around though: say Russia was higher ranked, then you would get a badboy, cause you're picking on the little guy. Clearly the BB benefits or penalties would depend on the point difference in Rank)
