So, I Was playing Germany, and it was 1946. I was deep into Russia. Finland was in the Axis.

After taking a new province, Finland declared peace with Russia. And, for some reason, that made ME have peace with Russia. And then I couldn't re-declare war on them.

I have no idea what happened. Can someone give me a clue?

Did you guarantee the independence of Finland, or invite Finland to the Axis before the Soviets attacked them? If the Soviets attack Finland, bringing GER into the war as an ally of Finland, Finland is the country which determines surrender conditions. If Finland falls, they end the war, and their allies and former opponents all have a long truce before they can resume hostilities. Silly, yes, but those are the half-finished war resolution mechanics.

If you're going to fight the Soviets, either they need to declare war on you directly, or you on them. Having an ally deliver or receive the declaration is likely to lead to unwanted or unexpected results. On the other hand, this is no stranger than the UK surrendering to Japan and being annexed because Japan conquers all of India and a few of the UK's Middle Eastern possessions. Working "as designed", yes. Working as expected by the player, not even close.
