One nice option could be for the loser of the war to hand over part or all of their fleet, being able to select what type of ships one could take (transports, lights, heavies, etc, or a combination).

Depending on the warscore and a given value per ship, one could demand some or all of the boats.

Quite different from handing over trade power, as the loser will need time to rebuild the ships (besides earning enough money to do so).

An intriguing proposal, but it's a bit thin on justification and I don't find it intuitively appealing.

What benefit do you believe this would provide to the game?

Well, transfer trade power takes a diplo slot. And if you have just taken a bunch of loans and maybe lost your entire fleet, at the very least you could get some free ships. Of course the question is if the loser will sabotage the ships to be transferred :)

If you take Castile/Portugal/England with their massive fleets, they easily overcome a lost war paying 10% of their earnings in war reparations. The earn so much money, it doesn't really hurt them. This way, if their fleet is massively reduced, they would feel more pain as they 1) would not earn as much without their fleet, and 2) would have to spend a lot of money and time rebuilding their fleet.

+1 I think the British made the Germans give up their fleet after WWI or something. Makes sense though that this should be in game. If both sides just lost half of their ships in a war why would the winner want to build more ships when they can just take some one else's? The other country lost, what are they going to do about it? One flaw though is that I'm sure people would just destroy their fleets when they got the demand.

We did. Most of the ships they handed over ended up at the bottom of Scapa Flow, scuttled by the Germans.
