This may be a bug or suggestions issue, but before I post it in any other place I'd like to know whether this is normal, or whether I'm doing something wrong.
So, playing as the UK I defeated Germany and had some weird things happen in Europe as a result of the peace conference, but that was my first time using the system, so I chalked it up to me not knowing what I was doing. But now, I've defeated Japan and its puppets, and I kept a save just before the last major capitulation so I could figure out how to properly get the post-war map that I want.
What I'd like is a democratic Korea (either independent or a puppet), a democratic puppet Japan, and a free, democratic China; united if possible. But whenever Japan and any of its former puppets remain alive after the end of the process, those states remain Japan's puppets, even though they appeared to be my (or my allies') puppets during peace negotiations.
I tried to grab all of Japan's states, so I could free it as a puppet myself, later, but it can't be done. Athough I have, by far, the most victory score, it's far from enough to get all of Japan in the first round, and the USA will invariably change Japan's government, so it will remain alive, even if it's in one province; even if that's not one of Japan's original provinces.
Here's one outcome, where I managed to get all of Japan's home states before the USA changed its government in Shanghai.
The Republic of China (and all other Chinese countries which had their governments changed by my allies), remains a puppet of Japan. The Soviet Union always declares war on that new Japan immediately after the conference is resolved (and there's nothing I can do about it because it's not my puppet, and we have a truce).
So... is this normal?
