Playing as Germany and the Soviets have capitulated. My intention is to get the Soviets to release Latvia and Estonia (Lithuania was not taken by Soviets), restore Bessarabia and Bucovina to Romania, claim Belarus and Ukraine in phase one.

Phase two puppet Russia.

But somehow the Japanese are able to claim Russia as far west as somewhere west of the Urals !

Unfortunately not possible. If not in Ironman you can use a mod which gives you full control over the peace conference. "Human controlled peace conference" or something ike that is it called. I don't use it, though, since I play Ironman only.

More agressive tactics should do the trick, I suppose.

If that is AI Japan than I'm a little shocked since they usually do nothing and often lose to China.

Player-led peace conferences, I think, is the mod you want to look for. The AI does wacky things in the peace conferences, including puppeting majors, which leaves them with their focus trees, and before you know it, you'll be at war with Russia, the UK, and France again, even though they might each have one province and no divisions.

The Japanese and their allies did very little, I think my unused Victory Points got passed on to my allies, hence the land grab.

Resolved it !

• Round 1 Restore Bessarabia and Bucovina to Romania, allocate North Sakhalin to Japan, take Estonian, Latvian, Belorussian and Ukrainian territory, plus Crimea (summer palaces for the Reich elite). And Puppet Russia.
• Round 2 (and subsequent rounds) allocate territory to Puppet Russia. Ran out of territory to allocate . . .
• End Conference
• After a couple of days liberate Estonia and Latvia.
