If I were to desire peace between say an Austrian alliance(Using the Axis alliance) and the Allies alliance, if I were to use the peace command in and event and make it so Austria makes peace with england for the whole alliance would that end the war between all participants in both alliances or would I also have to have the command reversed so that eng makes peace with austria's whole alliance? Austria is the leader of the Axis in one of my current games.

I think an Austrian event looking like this would do it:

Code:
command = { type = peace which = TAG value = 0 }
TAG is, of course, the tag of the leader of the Allies, usually England.

So I shouldn't have to do a reverse with england seeking peace with the Austrian alliance.

No, the peace is bilateral and involves the whole alliance.
