I suspect this'll be the last time anyone challenges the HRE alliance.
Makes sense, really - the powers that could are ahead in score, and the various HRE states are too small to match them. At least, I presume this is the mindset that the score leaders are adopting, over map-painting.
Next session, it seems the hotspots will be in rapidly westernizing Asia, or between Shawnee and the Confederate States of Free Tuscany vs. Portugal and their eclectically named colonial nations.
On the features listed in this build, in particular the Decisions-to-Policies transformation - I'm not a big fan of having a new mechanic that eats monarch points. Are you removing/reducing monarch point spenditure on something else (basic buildings?), or increasing the basic monarch stats to compensate?
I can only recall one time I actually hit the monarch points cap, and that was during westernization prep as a new world native after conversion (where your cap is downgraded in the process).
Also the need for a combination of two idea groups means it'll take quite a while for even a single policy to become available. Couldn't you compromise so that a completed idea group enables all connected policies, but at double the maintenance cost? Could distinguish this in the interface with a simple Green vs. Yellow color coding on the big slabs of the policy menu - heck, all the ones you currently can't enact could be listed there in Red. Would make it rather visible rather than as a tooltip on the Idea Finisher. Instead, hovering over a 'red' policy icon would give a tooltip explaining which two (or at least one) ideas you'd need. Active policies could be shown with a huge ticky sign across the icon.
