Create your own airlines and set ticket prices. You can't do that until you reach level 3 by increasing the attractiveness of your airport by putting in hotels, and other props such as parked planes, control towers and observation decks..

Check the budget panel and view the public transport overview. You’ll probably see that plane traffic is generating some money. The airport area itself only shows income for the optional city airline unlocking at level 3.
