[PC 2.2.1] Strange Map Issue

The map appears to not line up with...itself? There are dark patches in the shapes of seas on the land, always left and down (well, West and South) from where they should be. It seems to get worse the further East on the map you go, and India looks like it's in perpetual shadow.

I've tried verifying the game cache, even reinstalling, but the problem persists. Here are some images of the problem:

Assuming you are on Windows, this is almost certainly a video driver issue - typically the older Intel integrated video chipsets.

If you need help in identifying updates for that, Please post a dxdiag.txt (you can delete everything after the end of the "Sound devices" section for brevity).
