Another thing that i have spoken with a friend, usually, after a couple of months from when they implemented new security issues and they block online payments its because the online payments site charge multiple times for the same thing and its an insta refuse from the bank, so for an example if i want to buy a dlc, the bank will see a charge 2xdlc and will refuse the payment because of scams, so again, this is on ur side again, this happened a lot with Uber, charging twice for a trip and implemented new security issues

I get the same "payment refused" message and even got the "missing the encrypted data value (...)" twice... and I'm also from Romania. Truly hope there will be a fix to this.

SO if the credit card have issues, why can't we use paypal, if you provide this service ? It redirects me to first step instead of paypal page after i hit checkout. One thing is for sure, you paradox lost a lot of money :). And i don't understand why so much calmness is on their side, i'm a programmer and if my employer would have any issues with the store, it will raise a red flag and stop everything developing until its fixed
Because Adyen (our payment provider) processes all transactions regardless of payment method. That means that the security system triggers regardless of method.

I get the same "payment refused" message and even got the "missing the encrypted data value (...)" twice... and I'm also from Romania. Truly hope there will be a fix to this.
It has been reported and is being looked into, I've not see the message before but hopefully some information will be provided to me soon.

Hi Paradox Team,

can you please look into adding "sofortüberweisung" to the payment options in your shop?

Here in germany there is no need to own a credic-card and when i tried to pre-order conclave via paypal the whole transaction failed.

I dont want to use the steam-shop if i can get the game for the same price from your shop directly.

As I've said before I fully understand that this is frustrating and I want you to know that it is for me as well! We want to have happy customers, customers that can easily buy stuff from us and have a pleasant experience doing so, something that atm isn't really hitting all the marks. I would like to just confirm a few things:
  • The sale will not be extended
    This is due to the fact that sales are planed several months in advance and they have an allocated time frame for a reason
  • There will be more sales
    Hopefully this will include Steam but I can't say for sure as I don't know.
  • Having a sale on Steam is very different than on our store
    We have total control over our store. If we want to do a sale on short notice we can and we can also set the discounts as we want. With Steam we actually need to plan much more in advance and Steam needs to approve it. This means that simply moving a sale from our store to Steam isn't possible.
I've been having conversations with my sales manager about the current situation since day 1 of the sale and I keep him updated about the status on a day to day basis, however, there is little we can do from our end. We did speak with our payment provider yesterday and that's when they mentioned the part about other sites having partners in the US and avoiding the fraud situation all together.

This isn't ideal, I know, and I sincerely apologize to each and everyone of you who is experiencing this issue. We don't do this on purpose to try and rile you up because we think it's funny, trust me, we want what's best for our customers alas I'm doing all I can. I will continue to update this thread when/if I get more information but that's all I can do.

EDIT!
Forgot to add that I've sent the error you mentioned (Missing the encrypted data value. Make sure the Client Side Encryption(CSE) script did encrypt the Credit Card details) to the online store team to see if they can explain what this actually means and where the issue lies.
Thanks for confirming no extension on the sale. I was planning to make purchases "for a rainy day", nothing that I planned to use right away. So, it's not the end of the world or anything. Hopefully those of us reporting issues here are the exception rather than the rule.

I'm not using a VPN, I'm sure the details are correct and filled out all the way and I've made international purchases with this card before. I tried multiple times yesterday before coming here and reading the forum. Today I tried ~29 hours since my last attempt yesterday and I was still refused. When I check my credit card statement online I see a transaction to Paradox and then it's immediately negated. Should I try using Paypal?

PayPal won't work too, as of the transaction, talked to the bank and its refused because somehow the transaction is charged twice and the banks drops it imediatly, you can talk to your bank to make the transaction threw them

So, I managed to buy reapers and some other dlc before the sale ended, using my card which was rejected, but purchasing from another country. My only guess you banned or your payment provider banned all IP's from romania, this was an issue with amazon for example, which didn't allow to purchase from specific countries. It's 2016, stop banning countries ffs

Amen to that. Even though I have games on Steam, I have never purchased them via Steam - and I have no interest in doing so.

Which his why Paradox should strongly consider using another entity other than Adyen. If Paradox is a big enough customer for Ayden, and you told then fix this and reduce the coold down or we take our business elsewhere, then I bet they would make those changes pretty quickly (or loose a client).

I'd also just like to clarify that Adyen isn't a minor player when it comes to payment processing, they are actually the same company that both Spotify and Facebook use for payments :p. The difference is that since we are a much smaller "player" in the world of online payments our payment rules differ from theirs.

Again, I want to apologize for the issues caused, we don't do this on purpose ><. We want happy customers and not the "Y U NO TAKE MY MONEY?!" customers! Despite the sale being over I'm in talks with my sales manager on a daily basis (he sits behind me, I think he wants to move....) and will continue to push for better messaging and clarity in the future.

Hey TW, thanks for your continued communications. One thing to add to that list of follow up items is that there appears to be something broken about the process in general, that should also be resolved. It seems clear that some folks' payments have been getting blocked for no good reason whatsoever -- me being among them -- which I'm not sure better messaging would resolve.

Or maybe consider doing some/all of your sales with Steam in the future. It may be more restrictive for PDX, but my memory of past sales on Steam is completely uneventful. I browsed; I bought; I went on with my life. The perfect online buying experience. The experience here was quite a bit different, and there is at least $60 USD of purchases I didn't get, and PDX didn't get paid for. Not a ton of money, but I'm only one customer. I wonder how much money you guys didn't get overall.... Not to mention all the frustrated, would-be customers out there.

I found this thread and I just want to say, I really wanted to buy City: Skylines DLC on error and I'm having the same error as people on this thread, with:
Missing the encrypted data value. Make sure the Client Side Encryption(CSE) script did encrypt the Credit Card details

Is there a solution to this yet?

That particular error is typically an issue between your browser/java version and our Webshop software. I'd suggest you try a different browser, even a different computer if possible. However you must wait more than 24 hours after your last attempt, or it'll get picked up by the fraud detection stuff.

I was having the same problem, "payment refused", and paypal would not redirect correctly, however, I was able to successfully complete the transaction after creating a new account! I suspect it has something to do with unsuccessfully making a purchase. Anyway hope this helps some people
