No idea if this is at all possible for the AI to use, but I wanted to suggest the implementation of a tribute system.

The ability to pay a character a certain amount of gold and prestige in exchange for resetting the truce timer as if you'd just been at war. It could either be a pre-emptive diplomatic option from the small realm, or a demand from the aggressor if they have a CB (failure to agree would result in war). Something would need to be done to make breaking of truces worse, maybe making it a temporary alliance? This way you could have a small rulers bending the knee to foreign powers like the Mongols, but still retaining independence and not being religion/culture converted and all their titles usurped.

Alternatively, the implementation of some form of tributary state vassal. They count as a vassal but you're unable to revoke or create any titles, or religious/culture convert (beyond what you can do already to external realms). Called up as allies like tribal vassals but could be further persuaded/subjugated to become proper vassals depending on Crown Authority. Might be a good way to make the HRE for example a more interesting place?

Just a thought?

This sounds pretty awesome. For extra points, add in a function so that traits influence it
(Examples: A greedy, envious and ambitious lord may still invade the tribute-payer despite being paid up, dealing with a penalty for doing so, while a slothful, kind and content ruler accepts the tribute and doesn't even get the option (if player) to break the deal.) It'd give reason to pick up a trait like cruel or envious because doing so allows you to "double-dip", as opposed to the current system where some traits are just good all the time and others are bad and must be avoided. Adding some grey area would make games less samey.

I'm guessing that a ruler offered tribute would be allowed to refuse and invade if they wished? I can imagine that some rulers would not be interested in the money and would rather the land after all.

perhaps a version of this could be added as a war result, pay for peace, it would work like white peace, but the defender pays some cash and prestige instead of the other way around?

Yessssssss. From everything that I've read of medieval history, I feel like this is one of the most crucial oversights in CK2's mechanics. Paying tribute to not get completely stomped was pretty much the only way small realms could survive historically, and failure to pay resulted in countless important raids and conquests. Not having a tribute system is incredibly harmful for immersion, I feel.

I would also love to see a system of hegemony in this game - perhaps a long-term form of tribute, though not necessarily direct vassalage - as I feel that was also a key element of medieval politics. Would certainly help to curb blobbing, I think.

Tributaries and something similar to puppet state/client state/satellite state and even the personal union should be added in the game. In CK2, we can't simulate the relation between England and Scotland, Golden Horde and Russia principalities, Ottoman empire and its vassals and so many examples. Also Personal Union should be added to the game, because the fusion of two states wasn't done over night even in Middle Ages. In order to fusion two states should be needed reforms, laws and decision and should take a long time even two or three generations.

Em... Personal unions are already in the game. Just hold two de jure kingdom titles. This is a personal union. This isn't unification.

No. If you hold twi kingdoms is it a personal union. Two realms with own laws. How should personal union work if not like this?
