The tooltip on the the Patrol is simple.

"Order your ships to patrol between their current location and the target location."

With a ship selected, I right click on a target destination and then left click on the Patrol Button. The ship goes to the destination and stops - I wait a while so they can eat lunch etc.. Still sits..

I next tried it the same way except that I clicked on the Patrol button and the right clicked on the destination.

Both points are controlled stars inside the borders. stars inside the borders.

How is Patrol working for you?

You can also set up a patrol by issuing a move order to the start of the desired route, and then a shift-click patrol order to the end of the route. Much more convenient than having to send the ships to the start of the route and then remembering to set up the patrol once they arrive.

I don't think I've ever seen patrol (in other games) implemented in any other way, what's so wonky about it?

Just left click instead of right click and you are fine.

So select fleet while you are at one end of the route. Hit the patrol button. Left click the other end of the route. I do not think this lets you set up complex routes.

Really? It did work for me though, I had a single fleet doing patrols on systems positioned in different hyperlanes, with a Y split in the middle.
Never had a problem with piracy up until war broke out and fleets where needed elsewhere.

The left-click thing had me stumped, too. Weird, particularly because the tooltip doesn't explain it. I thought the Patrol order was broken until I found a Steam thread explaining it to me.

This right here is my biggest gripe. I need to order my ships to move to the origin, THEN remember to set them to patrol.
If your ship is in system A and you want it to patrol between systems B and C, tell it to move from A to B and then queue a Patrol into System C with shift. Once it finishes the initial move it will start patrolling between B and C
