Well, yes, but then again, you forget to add up all the positive events you get by selecting to lower PA: Prestige, money, stability. But that's me. I always go for Religion and as for manpower I usually play Russia, so manpower is not an issue.

No, sorry, we're working on the larger 1.9 bug fixing patch now.
They were intentionally made less common but I agree they're too rare now. Will be tweaked (though not back to the old level).

I am on the other hand almost always get one per ruler...Hindu events seem especially rare as well; I've only had around three in 200 years of game time.

I never understood why would you want to have high piety or PA with any country? For both, its seems like having them at 0 is much better, especially since even the events to raise them/lower them favor you going to 0. The only scenario I see PA/piety useful is when you decided not to go religious
I agree about piety, since negative piety gives better bonuses (if you have religious or otherwise don't need conversion strength), but low patriarch authority doesn't give you anything and high only costs money. The only real reason to stay low PA is the bonuses from events, whether or not you have religious ideas.
I'd say PA and piety are very different things.
Piety is easily changed (with steps of 25%, and you can change it with DoWs) and easily reset (whenever you change a ruler), so it's more a short-term thing. You plan to grab some Christian land in a few years? Go piety, enjoy the better troops and missionary strength. It's something you only need to plan for 20 or 40 years.
On the other hand PA requires hundreds of years to build up. Whether going for high PA is a game-long strategic choice.
