Just a quick one; I'm seeing a -1000 penalty when trying to invite another empire to my Federation that says "yourname" is in an Alliance. As there are no more Alliances, I'm assuming it means the Federation I'm in. But I can't see the logic or reason behind this massive penalty from inviting an empire into my Federation. Either a bug or bull, I don't get it. Any help appreciated!

Also, another small issue that I 'think' is unintentional: after a war, borders are automatically opened during the peace after. However, Rivalries overrule that, making the opened borders not work.

It sounds like what the tooltip says, both of you are in your own respective federations and can't join each other's federation. There's no mechanic to merge two federations.

I believe the -1000 may also apply to those empires with federation association status elsewhere.

They're associates of my federation. So either it's a bug, or I'm supposed to remove them (which gives a penalty I think), then re-add them as a full member?
