No matter how completed Victoria will be when released, I'd be surprised if no patches were needed. After all EU2 has been around for ages and people still find stuff which make the game better either in terms of gameplay or historicality. Well, this is no big news. I've actually thought half a year ago that I've done it all, but then wandered off here and have almost played nothing else since. Sure most of games have a forum, but these are the best ones I've encountered this far.
Summing this up, I'd think it would be perfectly OK for Victoria to have a text about this in the game box. Issues like the number of provinces in-game or the amount of leaders are, at least to me, not as close as important as what I've found in these forums.
