I don't have Steam, but I DO have Crusader Kings 2. Where do I find the file to download Patch 2.8.2 (or above)?

Maybe you should buy CK2 (on Steam or as Steamkey) then.

Otherwise you must be stuck on patch 2.03 of the old Gamersgate non-Steam variant and you can't simply patch that.
