Hello.
All dlc's that are currently available at steam is used.
Playing as nomad Tengri where about to reformed the relgion did have 3 temples buildings up and running, once I loaded up the save after restart of the game, the game told me that one of the holy sites didn't contain a temple, even the holding where there.
First screenshot contains info about no holding is at my holy site
Second screenshot contains info about the holding its actually in that province
