Just an odd result. Started my game as Arverni at the First Punic War and have seen Rome against Carthage for about 50 years wouth any stops. They both have max war exhaustion, and Carthage went through quite a few wars and two rebellions, yet still they keep at it.

Not exactly a bug, but I'm thinking it's not working as intended.

I am having a similar issue, I started a game as Rome patch 2.32. Egypt and Seleucids attacked Carthage and have occupied the whole country for about 30 years now. Every territory is occupied, a complete destruction of Carthage and yet no peace. When I noticed this I began looking and sure enough Macedonia/Pontus have been occupying the Achean Leagues two territorys, (Achea and Sparta). The war is ongoing with Achean's totally occupied and should make peace but it seems Macedonia and Pontus are happy occupying one province each indefinitly. I have seen peace deals between other countries, like Rhoxalani and Colchis so its not that peace is impossible but it's weird. Kind of ruining my game to, I really want to occupy Carthage and complete the mission.

Don't know about the endless war, but the second issue where two allies each occupy half of their opponent and won't make peace has also happened in my games. I think both allies would like to make a better peace than they can on the basis of current warscore (probably annexation if they're occupying a two-province minor). They may both be waiting for the other to make peace first so they can rack up their warscore with the remaining, undefended provinces and/or annex the remainder. Declaring war on either one of the occupying powers usually helps.

Still, it's an imperfect solution. Seleucids and Egypt won't make war on each other while they're allied against Carthage. They usually won't declare war on anyone else either while this on is going on. Declaring war on either one can be very costly. You could skip the mission and go for expansion elsewhere while those three remain locked in position (until someone else declares war on one of them, which isn't very likely). So yeah, the AI should be able to recognize that it's in a deadlock and break it.

What is happening to Carthage must be the same thing as is happening to the Achean League, on a much larger scale. Thanks for the help. At first I stopped playing the game and figured it was kind of 'ruined' but I see now I just have to defeat a Egypt Seleucid alliance. :)

The computer should know better after all it's hurting itself and will be at max war exhaustion when DOW.

You don't necessarily have to, at least not at once. If Egypt and the Seleucids are allied for the war against Carthage, it doesn't mean they're always allied in any other war. More importantly, your primary objective in this war is to make them sign a peace with Carthage. Consider that if one of them signs a peace, the other usually does a little later after it's occupied a little more of their victim, this means you only have to force one of them. Quite often, the mere fact of declaring war is enough for the AI to end other ongoing wars (although you'll still have to fight on long enough for them to sign a peace with you). At least this how it's worked for me in similar situations. Pick one, either Egypt or the Seleucids to declare war on, they sign a peace with Carthage, the other does the same afterwards, you sign peace with them, and then you're free to attack whatever is left of Carthage.

The big if is whether the country you declare war on wants to fight a serious war with you. I've had it happen that they signed a quick peace with their victim and then put all their resources into war with me.

I've gotten the same issue. In my game (using the Epigoni mod), the Ptolemies and Sparta have both conquered all of Cassander's empire and have held it occupied between them for the last 15 years. Cassander tries to make peace all the time, but noone is budging.
