I had a try of the 2.2.2 patch yesterday after taking a break while waiting for some of the economy bugs to be ironed out... and encountered something even more wonky.
Basically my civilization couldn't spawn factions... well... it did. They just instantly got deleted again. I'm thinking something was checking that the faction had enough pops to still exist before the new faction had a chance to be assigned to any pops.
