Patch 1.9 “Husky” resistance system with off-map garrisons question

I need some help deciphering the new resistance system with the 1.9.0 patch, without the 1.9.1 beta hotfix. I’m not sure this issue is a bug or a misunderstanding on my part. As I stated in a previous message, I started a new game playing Italy. Not conscience about the new free feature, I kept on training a bunch of Divisione Coloniale units for my garrisons, only to realize much later in the game this was a futile effort because the new patch mechanics take care of the dirty work for you. That’s all good.

But there are some information in the popup windows that don’t make sense to me. Maybe I’m not Italian enough, but I’d like to ask anyway.
  • There is an alert that states Not Enough Manpower or Equipment to fulfill our Garrisons. We are missing 702.68K Manpower. As I strengthen the occupation laws, this number tends to increase, which makes sense. Does this mean I need to supply the garrisons with this manpower count? Or is this how much I have currently deployed?

  • Hovering over the Manpower indicator the popup states that 0 manpower is allocated to garrisons. I have 1.33M free manpower, more than enough. Should not the game have allocated (or in the process of allocating) that manpower to lessen the missing manpower count above? Or is the manpower already allocated and the message text is misleading?

  • The Foreign Support in the Occupied Territories window states 80.95K in Garrisons by two countries, Legionary Romania and Hungary. 2.03M in reserve by those and other countries. Are all my garrisons being occupied by the 80,950 foreign staff? How much total manpower do I need to occupy the garrisons? How much more do I need, if any, e.g. is there a shortfall? If there is a shortfall, why doesn’t the foreign reserve cover the rest, of which there is plenty available?

I receive very few sabotage alerts, so I'm sure my garrisons are occupied with manpower, I'm just not clear from what country and how much or how little.

These three popup messages don’t add up or are counterintuitively worded. Or I’m just confused. I searched this forum to no avail. If this is a bug, I'll post in it the bugs forum. But please, someone help me.

Yes, exactly that.

It should. No idea why it doesn't.

I think, the only way to find out exact numbers it to go to "Occupied territories" and check tooltip for every country's "required divisions" number, next to used template for that country.

Thanks for helping me out. But as I think about it more, the 702.68M missing from Italy is computed by Italy’s free manpower 1.33M subtracted from the total 2.03M in foreign support reserve. The 0 manpower garrison is accurate, as all my garrison divisions are being manned by foreign support. The 702.68M is misleading, it would only be a true shortfall if the foreign support ended. And it counts the reserve, of which there is plenty of. This is still a subtle deficiency in the game’s functionality. I’m going to report it as a ladybug.
