Not to mention the "can't make it toooooo smart" aspect of the job since a smart ai would day 1 crush the player as the biggest threat, etc. which would trigger howls of outrage rather than proper appreciation of a smart ai...
I don't think we're at a point where there's a risk of the AI being too smart (yet). I'm fairly sure Wiz is trying to make it as good as possible.

Even without the AI being smarter, clearly a single human in a world full of current-technology AIs is the biggest threat and should be eliminated above all else. That is known before the game starts so doesn't even require any intelligence from the AI if you allow it to know that a particular country is human-controlled. Yeah. If the AI was really playing to win all of them would immediately band together to reduce the human to a vassalized OPM and intervene whenever said human tried to break free.
