Please include something to restrict IC spamming that happens quite frequently in multiplayer games.

In FFA games IC spam can also be very dangerous - esp. if that nation either have weak army or disband lots of original units (some time ago I saw UK and USSR being taken over by germany in late 36 - early 37 because they didnt have any viable army to defend themself because they concentrated on IC spamming)

Are these the only "minors" that see increased leadership? I was hoping all nations would get a bit of a bump.

Well, I think the concern is that with current leadership levels for minors, many minors that were "playable and fun" in HoI2 are quite crippled in HoI3.

Manpower & Leadership

- Service by Requirement now gives far more manpower.
- Soviet Union now gets more manpower from their decisions.
- Increased manpower in Soviet Union by about 25%.
- Added leadership to Holland, Belgium, Canada, Australia, Norway, Sweden, Denmark, Finland, Czechoslovakia & Hungary.


Very nice!

But what about UK's manpower ?
It is too high in 1.3 , and need to be shorten by 25 or 30% (unless India has became a puppet in 1.4).

What I'd like to see, most likely in an expansion, is some sort of continuing training. I realize the political choice determines most of this, but the resources dedicated to training varied tremendously by country which played a big role in those countries not at war in 1939.

Simple method would be that each unit in countries not at war would receive a certain experience bump each month. This could depend on doctrines, current officer ratio, practicals, etc.

I'd like to see a more complicated version where players could choose a training 'production' representing live ammo, fuel and commitment to training (in denser populated countries, exercises destroy a lot of farm land). I think this could be done by having every EXISTING unit at the start of production get a certain bonus when the 'production' is complete. I don't expect this to be IC heavy, maybe similar to production of a provice fort, but this would simulate those countries' commitment to training (e.g. live fire torpedo exercises, realistic bombing, tank heavy exercises).

Just a thought...

But how about AI mindlessly spamming land units while the units in production queue already would satisfy theatre's requirements?

This is the main problem about USSR. It has plenty of manpower but players and AI squandering it lead to a breakdown. The usual result is too many units with too little strength and reinforcements available.

Other countries also suffer from this but AI USSR is most prominent example here.

got solved as well. AI AXIS is pure prey against those odds. To simulate the bug, play vanilla 1.3 and either

- save and reload after a few days
- align any nation into AXIS
- allow ALLIES to align any nation.

Then save and reload as any involved nation. You'll be either be shocked or amused. But that has nothing to do with history or game balance...

Like Finland am I right? In reality and HoI2 they hold quite good versus the Soviets. Never seen them do that in HoI3 apart from when Soviet don't have a single division on the border.

Can you let us know if the production AI will build divisions from templates (why else have them) so that they will be historically flavorful and more realistic? What about the AI Chain of Command? Production parameters for the major nations? What happened?

That would be a very good idea, especially since subs have been upgraded and smallwarhip asw has been degraded.

I agree. Remember the Americans producing like a merchant ship every 3 days? (It wasn't 3 in one day, was it?) Bloody Americans, that's insane! But yeah, practicals make MORE sense in convoy transport building than they do for, say, battleships. You can actually mass produce convoys! So this is an implementation that is waiting to happen.

The mechanics are simple: just link convoy transports to transport practical, and escorts to destroyer practical. Viola.

If i remember one shipyard had a contest between 2 crews and built one Liberty ship
in 24 hours. But yes doing it on a regular basis is too easy to do.

That is exactly why it shouldn't just become cheaper for the US and Britain. If Germany or Japan are chunking out convoy merchants and destroyers, it should become cheaper for them too. If it is a sporadic production, then their efficiency gain should be a lot smaller.
