As England I have become the emperor of the HRE and managed to pass 4 reforms so far, the next is the one that stops internal wars. I have released quite a few nations in wars as I read that was a good idea. The problem that I have now is that the votes to pass the next reform is only about 8 out of 35 for it. While I believe I could probably get enough votes via relation improvements and gifts, I have no idea how to do it for the later reforms, so does anyone have any tips on how to achieve this?

use 10/10 of your DR for HRE vassals and the rest will vote you in on extra IA. I believe you get IA every month there are no internal HRE wars or maybe no HRE wars at all.

I can easily get 100% IA, I have 39 at the minute and about 80 provinces that can be added to the HRE. Currently I have 0 OE (which is a rarity!), however I recently lost my +5 diplomatic relations advisor so that has damaged things some what, now I only have +7.

At 100% IA 0 OE and 100 Legitimacy anything small should vote for the reforms with a relations boost. If any blobs are too big, take them down now before passing the HRE peace decision.

Try also to convert as many of members as possible to your religion. -20 to reforms is very bad, especially with revoking privelegia when they can just break out of the hre if they don't want to vote for reforms

as stated above: higher imperial authority makes HRE states to vote on your side but it takes some time. All you can do is to wait a few years to let those negative opinion effects disappear (AE and such) and improve relations with states that oppose the reform (some states may never vote for your reform - but only those that are your sworn enemies and of different religion, you should be able to get majority on your side every time via imperial authority+improved relations)

I have recently fought Austria as they had blobbed to 20+ provinces and I managed to release 4 nations (none of which will vote for the reform yet!), I think I will have to take out Hesse, Gelre and Saxony (current ally), but then most nations will be less than 5 (apart from some of the electors who are my vassals).

The biggest issue is religion (I'm protestant), but forcing religious change really hurts relations with the whole HRE, and then it only ever seems to 'stick' 2/3 of the time. After the next reform (no internal HRE wars), I can see getting IA being a big issue.

Maybe for this reform I should release some nations from the larger nations (as mentioned above).
Then next reform via forcing religious change and just ride out the decades of bad relations.
The next reform I am unsure how to get enough IA and relations.
The final reform I gather is quite easy as everyone is you vassal.

Any thoughts?

Change religion with wars, not with Imperial powers. No relationship malus, and you get the IA.

Good point, I forgot all about that option, especially since the imperial option is there without having to go to war. I never really bothered about different religions in my previous games as I used to just conquest/colonise, but now I need to be much more diplomatic! Quite a nice change so far!
