Party maker questions

Hey all, I've just been looking at the party maker in the goodies folder and I have some questions:

The religion and culture tags: I assume if you set these to something the party will only be availiable if the state religion is X or Y is one if the state cultures, yes?

Does changing the status do anything?

Well that makes sense too. I thought having them only activate with a certain culture or religion might be to save writing wake party events to go along with religion or culture changing events.
