Usually the exact same as liberal parties, except with atheism instead of pluralism, and either jingoism or pacifism instead of anti-military.

In the original victoria + it's expansion anarcho liberals would also allways institute a presidential dictatorship if they got into power. Which kind of was a downside to them

As Leviathan said, the "Anarcho-Liberals" should represent the anti-monarchist, secularist, progressive parties, that supported universal suffrage

They do create a one-party dictatorship in the game when they are voted into power though. But I suppose they could still be in favour of universal suffrage in general (just not at home). Still they seem a bit more radical than the radicals you refer to (but they could still fit well with what's described in Leviathans post).
