does partisan activity eventually start to decline over time or do you need divisions there the entire game to keep them at bay, and what does the % of partisans actually mean because it says they have a 24% chance of revolting and i have no clue what that is supposed to mean because ive left provinces like that alone for entire games and most dont revolt and im sure its less than 1/4 of them. sorry if that made little sense :rofl:

No partisan activity doesn't decline over time.

Yes you do. Garrisons with Police brigades are best for suppressing partisan activity.

what does the % of partisans actually mean
It represents the chance of revolt in the province.. when there is a revolt in a province, a partisan militia division takes over control of the province and if not dealt with they will move to other provinces as well.

It does in Doomsday and Armageddon, though.
It represents the chance of revolt in the province.. when there is a revolt in a province, a partisan militia division takes over control of the province and if not dealt with they will move to other provinces as well.
I guess the OP figured that much. He meant what the 24% refers to.

While I don't know the answer, I guess it's something like that:

Each day each province runs a check whether Partisans revolt or not. The percentage chance is obviously much lower than 24% a day. So like with almost all other values in the game, Paradox might have decided to give a cumulated percentage per month or per year instead, as you can then actually see something.

Imagine the daily chance was displayed: 0.03 percent. Would any player care to commit precious manpower to suppression then?

Correct if I'm wrong but I believe that once you supress conquered territories with garrisons\MP to say 2% or 3%, they stay at that level unless triggered by an event.

No, suppression only lasts as long as the units who perform suppression stay there. You can see it in the revolt risk tooltip: Base revolt risk 40%, suppression 38%, revolt risk 2%. This will remain unchanged when playing standard HoI2. The expansions add a continuous decrease in revolt risk over time, so it's worthwhile to get them ;) (Plus automated IC sliders and LOTS of other stuff)

alright thanks for the tips/info. But if i used garrisons with the mp brigade would i need one garrison for every territory, that could get pretty costly once you start taking over much of the world. If i use militia and set them at anti-partisans theyll attack any province next to them that rebels as well and i figured thats probably the best option but i guess my method doesnt help with the tc issues of partisans but most of the time i dont have an issue with that.

Partisans and IC

I'm playing as UK and find there are three regions around the empire with lots of partisan activity (about 15% chance of revolt) in West indies & Israel. In these regions there is no industy and no people yet my IC is reduced by 20% due to partisan activity. Why is this?

Dissent? Or do you mean your TC is reduced by 20%?

All I know is the wee icon in top right (IC or TC), with 3 numbers, the drop down menu says Partisan Activity is reducing industrial capacity by 20 to 25 %.

Then that's dissent. :eek: You should immediately put the supply slider to meet the demand, then lock it (right click it) and then put everything else into consumer goods, until the dissent is back to zero.
