Does partisan level never go down in provinses of annexed nations? I annexed finland with soviets in year 1940, after two years still every provinse (expect garrisoned) had still 25% partisan activity.

partisans will always go up in TRP. It is part of the design change we put in. It never made sense in vanilla that they went down. You should expect about a 1% gain yearly in those hexes.

Also partisans effect your TC directly so the higher the partisan %s the more damage it does to your TC
