IMO, partisan revolts shouldn't happen without:

a. harsh occupation policies
AND / OR
b. upcoming liberation
AND / OR
c. massive number of partisans without anyone to keep them in check

So French partisans would revolt when Allies make landing in France, Yugoslavian partisans would revolt when Axis leave the Yugoslavia unsuppressed etc.

+ infinity. It's annoying and its taking unnecessarily high amounts of time away. You should be able to invest espionage points into shutting down URs


At the very least you/the AI should be able to "see" where the UR cell is placed if you/AI have high counterespionage set in your country, so you/AI can place GAR/MIL + MP on top of that cell

Finally there's something remotely challenging about partisans in HoI3, so let's mod it out. :))

From my observation, if you don't want your AI to have all troops on the border, you need to supply them with garrison troops as well. If they have a number of GAR+MP divisions, they will prefer them for guard duty and will leave them behind more often. You can always create a separate theatre that'd guard the part of the land where you want to suppress, and assign them there directly.

OMG. People are actually praising this horrible solution to partisans. AS IF partisans would be able to, several times a year i might add, muster the strength AND organisation to form up till 8 MIL divisions with matching theater, group, army and corp HQ. This is rediculous.

And before someone throws up "Thats what MPs' are for" i can tell you i have 50 + MP brigades all over europe and they do nothing what so ever. I have them on red and yellow areas, and still these superhuman resistances pops up. Ex. Denmark had a resistance, but nothing near this big and organized.

Im not argumenting for the historical correct approach, but this is just silly. Of all solutions to emulate partisans they could have come up with, this is by far the worst.

Partisans would at most create problems for supply, command, organisation, or deliver intelligence. Each country should have a resistance factor which would determine how much resistance a country could make, perhaps depending on the organisation and size of parties.

THIS IS NOT VICKY OR EU3, the timeframe is too short for large uprisings on this big a scale. There is not enough time for citizens to build up the ability to do this, they are in chok, and the very few examples there where was killed of in a jiffy.

The game doesn't give the player the ability to counter it without weakening his military ability, which in MP would make it next to impossible for the axis team to go up against an allied team, as now too much of the axis IC's would go to providing anti partisan units for the occupied territories which would not be a need the allied has.

Hopefully ICE will mod this out, as it is ruining gameplay just as it does in EU3, rebels constantly popping up everywhere, grinding them down again, then they pop up again aaaaaand repeat until bored.

These (too?) numerous partisans spawn look like the pirates that were keeping appearing everywhere in a version of EU3 even when you sunk dozens of them each month.

Maybe there should be a cap to the numbers of undergroud resistance at the same time because even if they received help from many countries there were still limits in recruiting. Not everybody was ready to die for their country, especially against overwelmingly unfavorable odds.

Indeed, extremely challenging when you play axis. Oh, no wait! I can just leave a couple of corps in the background.

When you play allies you can just wait until the ai removes 3/4s of its troops to go guard 5 militia brigades in Poland and then steamroll them :)

The feature isn´t bad but the execution is terrible. Even the old Transport Capacity model of HOI 2 was better. PArtisans created nasty effects without spawning troops and forcing the AI to divert troops at critical moments.

All to true, nothing is more revolting to game play than playing an Axis nation other than Germany and seeing the Eastern front suddenly shift west to "combat" a partisan uprising. And a wide open exploit for Allied or Russian players. Kind of curious to hear from any multiplayers how it is affecting game play.

The way to deal with that problem was stated over and over. Create a separate theater for the rear of your front and assign only garnisons with MPs and a few units to fight partisans like Militia and Cavalry. That way the AI can focus on fighting partisans without pulling troops from the frontline and without using too many units (just what you gave).



Why the Germans didn't tought about simply doing that ? Maybe because they had no computers...

Yeah, but I can't be expected to rearrange every single AI Country via tag switch when playing an Axis Minor ;). This is about how it affects non player countries. Suppressing partisans as a player is easy anyway, but it sucks if you see that Barbarossa completely fails because the German AI decided to send 200 k Soldiers (Including Tank Divions) back in order to kill some 4000 Partisans.

About that you are perfectly right. I have seen this myself playing Italy and Japan. But it's also a game killer to see that as an Allied player because the game can then become somewhat too easy.

For suppression I like the use of Gar+mp on fixed locations. for actual partisans killing a brigade of Larm or two (someone will shout supplie issue but I perfer killing them before they cut my eastern front in half). It's fast as hell and kicks real good.

Well I generally use single cavalry brigades for a little suppression & a lot of whack-a-mole.

As for wasting the fuel by using LArm, well… I’ve had so many uprisings in Iraq that I’ve got LArm & Mech stationed there permanently. For exactly the reasons you’ve stated. They’re really fast and when you’ve got a lot of rebels to stamp-out, you need something that’ll do it quickly & move to the next location quickly.

And they only use fuel when they’re moving anyway and I’d need twice as much cavalry to cover the same area so… I’m with you on this one.

Partisans are great. Considering that the occupation policy is changing from game to game, if the Germans in Barbarossa have harsh policies behind and have a big revolt, then they deserve to lose. It's an all-out war after all.

The behaviour mentioned here was fixed with the 4.02 Patch. The problem was with the AI. not the game mechanics.
