Still,Partisans appearing as representable units should be quite an exception and most likely as a direct result of foreign support to partisans or insufficient policing. Partisans should usually be reflected as a logistic drain of some sort in addition to the necessary forces to keep the areas properly policed.
I would like to see active partisan activity abstracted for provinces or groups of provinces.
So instead of a partisan revolt risk you would have a number for something like "Partisan Control", which you could then tab over to get the real breakdown of exactly which partisans control what (partisans in Yugoslavia fought each other quite a bit).
With low to moderate partisan control, you suffer losses to TC, ICs, etc. from the province. This is to represent partisans being in small strength, attacking convoys or tearing up rail lines.
Once the control gets above a certain %, you will then start to face the partisan's rising, but in this case it will be more than just a small single militia, as this represents the partisans having grown in strength to the size of a few divisions (again, see Yugoslavia). A serious threat, and this would also be near the point of having the partisans recreate their nation (or join their nation if its still around).
By keeping garrisons nearby to can slowly regain the lost control.
