Partisan Level Change

How do you modify the amount by which Partisan levels increase?

I recall this being introduced in one of the 1.3 iterations, but am unable to find the info again, and would like to modify my Doomsday install.

Anyone?

Remove the negative sign to make Partisans slowly decrease instead of increasing.

If I remove the negative and change the 2 to a 1 it should still decrease, but at a slower rate?
