I recently came up with a better idea on how to get rid of partisans than the standard garrison + MP, while leaving them in the game too. I'm suggesting a "military police" improvement that works like convoys so you can build them parallel or serial and distribute them as you wish with a +- button and they won't affect your TC. Each police level gives you an additional partisan reduction of maybe 4-6%. Provinces adjacent to that province with at least 1 police level will reduce it 2%, and each subsequent level a further 1%. So, say Berlin has a partisan rating of 25%. It has 4 (probably not really) border provinces with 1 police level each. Berlin itself has 2 police levels. So 4*2 is 8 plus a 12% reduction to bring the total to supressing 20%. Then each border province gets an extra level which brings the suppressing level to 24%. Now the catch would be that the police won't be able to put down the rebellion, unlike garrisons or other units. Dictatorships would have more effective police forces because of "secret" police forces and greater freedom of the law. The counter of this is already in the game. Democracies occupying provinces get a 40% reduction of partisans while dictatorships get a 40% increase which, like I already mentioned, is in the game. When the province revolts the police are put back in the force pool but when the province is invaded, the police stay. The cap of police could be 5, or there could be no cap and after a certain point, the civilians get pissed at all the police and revolt level goes up. After the partisan activity stabalizes, police should be reduced to at most 2 so partisan activity doesn't rise from the people get pissed like I mentioned before.

I also have another idea. When garrisons or military units stay in an occupied province using anti-partisan unit for a while, the base revolt risk goes down to a minimum of 5%, allowing for police to take care of the rest. This is more realistic then the partisan level staying at 20% for years and if a revolted province is defeated, the partisan level decreases. Also, if you completely ignore a newly occupied province, it rises until it is dealt with and stabalized again. Of course there could be an option to completely leave them out of the game and the further option to leave partisans out of the game or a cheat that turns them off. Feel free to refine it further but please tell me what you think, if it's not too complicated. :) (I also know I probably didn't use the best grammar :p )


EDIT: Wait is it democracy that gives you less partisans or open society?
