Lots of Garrisons with MPs, or you can liberate the areas you conquered and that will make partisan activity 0. I actually like liberating useless areas because it just makes the new country a puppet.

Garrison vital areas that have factories. If they spring up in non-vital areas just ground attack them with Tact/Strat bombers or CAS. Then have a 1 div force just march in and take it back. Oh and like Kaiser said, lots of MP's will diminish Partisan activity greatly as to say you'll hardly see a revolt most of the time.

I stopped playing HOI2 for a while... just before the 1.3 patch, so I missed that change. However, I came back with the DD exspansion. Its A very significant change. It completely transforms the overall strategy. I'm sure there must have been a lot of debate over that. :rolleyes:

Is there a cap for how bad partisan activity can get? For it to go up endlessly over time seems a bit extreme. I am interested in the overall logic that justifies the change. I'd really like to know why the designers thought it was necassary before I go into the files and change it back to .0003--- they probably thought of things I haven't even considered. One thing is for sure, though, it will make total world conquest with japan, without any puppets, very difficult, if not impossible. :)

Well. it's for the same reason USA are relatively weak up to 1941. It's for game balancing, and also to avoid too much impossible result.

In game as Civ (1,2,3,4, + any add on ) after a point, a WC was the only logical output. With HOI II and DD (As with EU2), if it's relatively easy to dominate the wolrd and make your alliance win, it's not so easy to paint earth with only one color, the growing dissent is a small factors, but will slowly hammer more and more your TC, and yo uwill have to release some puppets to keeps your goals .

The TC FAQ at Wiki has been revised for HOI2 1.3 patch and has a section on the new rules which apply to Doomsday:

Other parts of the TC FAQ were changed to also reflect these changes.

As to why: it was pretty easy to both liberate and to ignore partisans in 1.2 You only had to worry about Occupied Territory Maintenance until you either annexed or got an event that ended that war (Vichy, Bitter Peace). Partisan activity all over the world could be ignored and would eventually go away. You could have zero divisions on entire continents and no one would mind or rebel. In other words, fantasy.

In 1.3 and now in DD, you will have partisans for the rest of the game that you need to suppress with garrison div. Only exception to high partisan base levels occurs thru events like Vichy or by liberation which now gives you a dissent hit. But you can use garrison div which are very TC friendly to reduce partisan levels.

The only thing that the user notes or the readme.txt specifically said was:

Beware of partisans now! They will be there. The partisans parameters were reworked and you'll actively have to suppress them in a number of areas.
Many values for this were changed in \db\ misc.txt which we had to figure out.
