Parliamentary Monarchy would have the parliament mechanic (Big shock there) that the Constitutional Monarchy already has, Where the Constitutional Monarchy would actually have a Constitution mechanic. When you first convert to a Constitutional Monarchy, you get to design your constitution from a selection of trade-off articles, kind of like in Tropico 5. The kinds of constitutional articles you have access to would maybe be dependent on your idea groups? After a certain amount of time, you would have the option to amend the constitution as more articles become available.

Really screwed up the title. I swear I can type! Who knows, maybe it will draw attention or something. It was supposed to be "Parliament Monarchy and Constitutional Monarchy"
