Parliamentary System civic should make you start with some factions (making it useful early game)

Factions can currently can only spawn after atleast 10 years have passed which makes the civic completely useless for those 10 years, why not make it so you actually start with a parliament, which the closest thing in game is the faction system.

Dev diary 221 says they will buff the civic (almost doubling the faction influence) but that still does nothing for the first 10 years and it usually takes a few more decades to get all the factions.

Edit: could also have a special parliament faction?

And of course if there's ever an internal politics DLC it could be expanded even more

I'd like this, but only if the attraction for the Xenophile (and maybe Spiritualist) faction is turned down a notch.
Xenophile attraction gets crazy because you have citizen xenos in your empire, it isn't an issue in those first 10 years. There should be more to tamp down that attraction, or just make residency rights better but that's another topic.

I know that. I just think it's ridiculous that having say 10% of your empire's pops be xenos makes the Xenophile faction grow faster than all the other ones, regardless of how many conditions you fulfill.

You also get xenophile attraction from basically every diplomatic pact you've signed.
