I think,Parliament system what we get with common sense expansion,can be redone easily to be more interesting.
when we start a debate in parliaments then we see every seat is against the proposed bill. instead of all of them opposing the issue few seats should support it too. the more radical the bill will be more oppositions it should get.few less important bills should even pass by itself with near margins.Radical bills need to be intervened with.but to intervene the value should be higher and more severe than mere 10 monarch points or 5 legitimacy.then it will be more interesting that way.but few seats may be very few should always be backing it without any privileges given.thus there be a way for the bill to fail in parliament.in current game it will always be passed and no Human player will allow it to fail.but if we get few hard choices to make then perhaps it will not be possible for Human players to support the bill with material backing.

I propose instead of 5 legitimacy or 10 diplo/MP cost to 20 legitimacy and 50 MP cost...it should have some chance failing it.a more stable nation should back successfully while a nation in turmoil can not do the same..the point is,the investment should be varied with the radical means of the proposed bill.hope u get my point..
