As a relatively complex federal state that would still definitely count as a 'tall' country, the Dutch Republic seems like the perfect place to include Parliament mechanics, but they should also fit in with the monarchist-republican tensions in the regime. Here are some ideas:
1. When the Statists are in power, you're expected to hold debates, and failure to do so not only costs Republican Tradition (as it would for a normal parliamentary republic), it also causes power to drift towards the Orangists. When the Orangists are in power, you can hold debates, but there is no obligation (Orangists are already penalised enough by the -1 RT/year modifier), and choosing to hold a debate causes power to drift towards the Statists.
2. Like all parliamentary governments, you must have an adequate number of seats at all times, but if the Orangists are in power, you don't suffer the stability/WE penalty from having seats.
3. In addition to the standard debates, two more possible debates would be 'empower the States-General' and 'empower the Stadtholder'. These would respectively cause a large shift in power towards the Statists or the Orangists.
4. If you have an ongoing debate and the Statists are in power, the current Stadtholder stays in power until the end of his term or the end of the debate, whichever is later. (This is to allow, for example, a strong Stadtholder to try to win the 'empower the Stadtholder' debate so he can rule for life.)
