Hello, I have 2 questions

1. When do parliament debates change? Is it yearly or evrry 6 months?

2. I have problem rolling Create offices for vassals nobles (diplo annex reduction). I have 3 PU's and 1 vassal (all can be integrated), yet for 10+ years strait I didnt seem to roll this debate (both during integrations or after). Is it just really bad luck or is it bugged this patch.

(If you managed to roll that debate, please let me know)

Debates change every month but you need to have parliament window closed. It's kinda weird - if you look at them they won't change
Sounds like watching a pot of water. It won't boil until you turn your head for a second.

At which point it all-but-explodes.

Did I just learn the possible debates change? So I picked sub-optimal debates all those times while I could have just waited a month! I even reverted to a Royal Decree government out of frustration over the horrible debates once. The agony!

Though now I pick parliament only for republics, Nobility estate and diets are simply too good, especially Strong Duchies privilege

I parliaments are good for colonising. One parliamentary choice gives +1 colonist and +20 colony growth. If you're competing to claim the New World, this is huge. If you're England, you now compete like Castile.
You need to have completed exploration or expansion ideas.

Yeah, that's true, to be honest the colonization debate is the one I fish for most of the time.
And with England you start with Parliament and no nobility anyway so yeah, it comes in very handy. But I wouldn't go for Parliament as France or Spain for example. I'd rather have 2 or 3 more vassals than one colonist

You can only get parliament late(r) as France or Spain anyway, and so it's less valuable because colonising has already begun.
I agree that the noble estate seems particularly powerful now.

@Blust Took me much too long to find out as well. I might make a project about it.

Ok, thank you everyone. I once again tried to summon this debate with help of quantum physics. This time under pleasure as I started integrating my PU's France, Poland and Lithuania

With 25 from influence ideas, 20 from policy influence-religioua, 15 from parliament debate and 15 from Bohemia mission (for 15 years) I would pay only 25 % of "full" cost.

So far for 8 years every month (or when I forget to luck every two months) I unsuccesfully fished and wished for this debate. with 1 and later 2 vassals. Luckily atlest after 200 sink dip points my ruller died and I inhereted Poland wirh 4% chance. Then I rezigned and chose other debate instead

Then I integrazed Lithuania aaaaand then I forget to use the mission => increase in cost 25=>40 ...

So I turned on the mission and now with -3 dip rep penality and -3 dip rep from hostile russia action (next time only show discontent please) I wont integrate France in time for mission to take effect... so it was absolutely useless.

So what to take from this:
1. you Really need vassals, not PU's for this debate => if you have 3 PU's and wnat to integrate you also need to get 3+ vassals. Devs, please fix

2. use your bonuses wisely and USE them

It's sad that in a large empire there are so many seats in the country that it's hard to use them.
I'm just glad they finally made the seats not always default to "oppose" until you bribe them.

It used to be that you'd begin with 0% approval. It was what drove me away from Parliament government for dozens of patches, since your everything would tank if you wanted to actually use a Parliament bonus. Otherwise you had to accept that the passive bonuses would be all you got.

It's sad that in a large empire there are so many seats in the country that it's hard to use them.
It also seems to happen if you play tall (in a medium sized-country).
You can refuse requests when you're playing tall - but the whole point is to have that development, and you lose development if you refuse....

I've got 28 seats in parliament in my latest runthrough (England-> Britain) with about 20 years left.
Fortunately, I'm rich, flush with monarch points, generating heaps of legitimacy/prestige, and so can afford to bribe/appease quite a lot of them.

Do you know what your highest number of seats has been?
