They seem realy unresonable for the returns.
With 70 seats a bribe for a ~2% chance is about 1300 gold.
I guess i would need to convince something like 40-50 seats for certain success.
20 000 gold and alot of bad modifiers.
I cant think of one debate subject which would be worth so much.

Maybe this is only usefull for small nations.
Or is the idea to abuse this form of government, to place seats in each core for the seat-advantages and take the prestige or legitimacy hits?
