I started a new game and i'm trying to run it with no old/regular park buildings, just with park areas from the parklife expansion. I made smal, compact areas with all level 1 park buildings inside. But i notice these have NO impact on leisure at all. They don't increase land value AT ALL either. Is this a bug? or is it working as intended?

Parks need to level up. Once they are 4 or 5 star their reach is longer than average and they have a huge luxury rating.
