At the moment, paratroopers are a bit useless outside of a couple of specific cases, specifically the invasion of the UK by sending paratroopers to Exeter then rushing your entire army over the minute they land.
If you try to land them behind enemy lines, they get immediately attacked and wiped out due to zero organisation, which means they're pretty much useless for general use.
I suggest:
1. Paratrooper attacks take some time to resolve, at least long enough that UK infantry in the provinces next to Exeter can move in and at least make the paratroopers fight to gain a beachhead. The AI would have to be alerted to the fact, of course. The UK needs to be a lot harder to invade than it currently is.
2. Paratroopers don't lose all of their organisation when they attack. Maybe 50% would be better - obviously it's easier to attack on foot, but paratroopers are trained specifically for this type of warfare, and are very expensive units.
This way paratroopers couldn't be used to trivialise Operation Seeloewe but would be generally useful elsewhere - after all, the Germans used them a lot in WW2. Perhaps the Germans should start with the airborne tech researched, or with a blueprint to make sure they use it?
