Paratroop Brigades 1.02

When building new para units or attempting to add a brigade to an existing one, I always get a message that I do not yet have the tech to add brigades. This is despite having every tech through 1958, and having para units starting a scenario with attached brigades.

Paras are not allowed to have any brigades by default.

Per 1.02 they seem to be allowed MP units.
