The idea is basically taking a more passive approach to empire building. Basically, the necrophage allows you to morph the population, this is more subtle. You slowly grow as the outer empire expands. You could start on one world and slowly move up as you possess leaders or rulers or scientists to influence where to grow. Your influence or unity would be used to tka eparasute actions (take control of science vessel, change colony target, declare war or start trade pact that will allow you to spread, etc.).


You can influence the growth, but as you meet other races, you can "colonize" other worlds. Think having the corp overlay on other worlds. You would have outposts on other established worlds. You could then slowly take over the planet until you actually control it.

That way, your empire could expand within several different empires or you could complete take over an empire.

They would have penalties to growth, pops can be purged prior to takeover, maybe only able to learn tech already known by the pops. You could over time be able to transform pops into a standard template or you could stay diffuse and within a number of different empires that you control like puppets.
